I use acrylic of vinyl, applied with a teeny tiny brush.... tediously for a very long time. :) I will do requests/custom orders.
For those of you freaking out like "oh my god how can you ruin a record like that???" Answer: for 1 , I generally only paint on stuff too scratched to play enjoyably...or, 2ndly, the band really sucks and I like the label too much. get over it. :)
